Prohibits counties, municipalities, and other political subdivisions in Arkansas from regulating vegetable gardens on residential properties, rendering any such local ordinances void and unenforceable

Defines "vegetable garden" broadly to include plots or elevated soil beds where vegetables, herbs, fruits, flowers, pollinator plants, leafy greens, or other edible plants are cultivated

Allows property owners to cultivate vegetable gardens on their own land or on another person's private property with the owner's permission anywhere in the state

Preserves local government authority to enforce general ordinances not specifically targeting vegetable gardens, such as water use restrictions during droughts, fertilizer regulations, or invasive species control

Declares sustainable cultivation of vegetables and fruits at all production levels, including for personal consumption or noncommercial sharing, as an important state interest
