Requires retail convenience stores to implement 11 security measures beginning January 1, 2026, including maintaining at least 2 employees on-site between 9:00 p.m. and 6:00 a.m.

Mandates installation of security cameras capable of recording images for offender identification, drop safes with conspicuous signage, and silent alarms connected to law enforcement or private security.

Requires stores to lock premises during nighttime hours (9:00 p.m. to 6:00 a.m.) and conduct all transactions through indirect pass-through windows, troughs, or trapdoors.

Establishes physical requirements including parking lot lighting at minimum 2 foot-candles, height markers at entrances, and unobstructed window views of cash registers.

Violations are enforceable by the Attorney General under the Arkansas Deceptive Trade Practices Act (§ 4-88-101 et seq.).
