Creates the "Registered Dialysis Patient Care Technician Act" establishing a registration system through the Arkansas State Board of Nursing for technicians who administer hemodialysis under the authority of a registered nurse

Requires technicians to possess a high school diploma or GED, complete or be enrolled in a nationally-recognized training program, and obtain national certification within 18 months of employment

Mandates recertification at intervals requiring 30-40 patient contact hours since previous certification

Establishes a "Dialysis Patient Care Technician Registry" maintained by the Board of Nursing containing each registrant's name, criminal convictions, and certification documentation

Authorizes the Board to suspend, revoke, or refuse registration for fraud, unprofessional conduct, using false names, or violating the subchapter's provisions
