Repeals Arkansas Code § 6-18-317, which prohibited school district boards from granting student transfers when either the resident or receiving district was under a desegregation-related court order and the transfer would violate that order

Eliminates the requirement that transfer forms submitted to the Division of Elementary and Secondary Education include affidavits signed by all board members from both districts certifying compliance with desegregation orders

Removes the penalty provision that required the state to withhold funding equal to the student's generated state aid from districts that failed to submit the required affidavits
