Appropriates $2,720,500,000 from the State Highway and Transportation Department Fund for Arkansas Department of Transportation operations, including $270 million for regular salaries, $130 million for personal services matching, $1.8 billion for capital outlay, and $70 million for transportation assistance grants

Establishes a maximum of 4,558 employees with salary caps ranging from $276,967 for the Director down to $39,865 for seasonal employees, with positions exempt from the Uniform Classification and Compensation Act

Allocates $435 million for the Arkansas Four-Lane Highway Construction and Improvement Bond Account Program under Constitutional Amendment 91, including $400 million for capital outlay

Provides $34 million each for State Aid Roads and State Aid Streets programs, plus $7 million for the Arkansas Public Transit Trust Fund to acquire federal matching funds for public transportation vehicles and equipment

Appropriates $250 million for the Arkansas State Highway Employees' Retirement System for annuities, investments, benefits, and refunds, with the act effective July 1, 2025 under an emergency clause
