Expands the list of acceptable accreditation bodies for third-party inspection agencies that certify modular and factory-built buildings in Arkansas, adding any ISO/IEC 17011-compliant accreditation body alongside the previously sole option of International Accreditation Service, Inc.

Applies to modular structures destined for delivery within Arkansas that must comply with the Arkansas Fire Prevention Code and state/municipal electrical, plumbing, and mechanical codes.

Excludes manufactured housing governed by the U.S. Department of Housing and Urban Development (HUD) from these provisions.

Declared an emergency measure to take effect immediately upon gubernatorial approval (approved February 18, 2025), citing economic restrictions from limited manufacturer choices that increase costs and hinder competition.
