Expands the definition of "athlete" to include individuals participating in recreation, sport, exercise, or tactical duty (law enforcement, military, rescue services), replacing the previous limitation to organized interscholastic, intramural, intercollegiate, professional, or sanctioned recreational sports

Defines "healthcare provider" for student athlete concussion education as physicians, neuropsychologists, advanced practice registered nurses, certified athletic trainers, physician assistants, or physical therapists

Requires the Department of Health to provide an updated healthcare provider list to the Arkansas Activities Association for concussion protocols

Allows athletic trainers to practice in physician's offices under physician direction or consultation, and in freestanding rehabilitation clinics under direct supervision of a physical therapist with physician referral

Adds new definitions for "freestanding rehabilitation clinic," "tactical duty," and clarifies that physician consultations may be provided through telecommunication technology
