Appropriates $274,075 for the Child Protection Training Center, including $142,043 for salaries and $97,375 for operating expenses

Authorizes a maximum of 1,137 regular employees and 360 part-time/temporary "Extra Help" positions across administrative, academic, IT, public safety, and auxiliary enterprise functions

Takes effect July 1, 2025 under an emergency clause, with all disbursements required to comply with state procurement, accounting, and fiscal control laws
