Appropriates $15,501,000 from cash funds for college operations, including $4,500,000 for regular salaries, $5,000,000 for operating expenses, $1,000,000 for capital improvements, and $750,000 for debt service

Authorizes a maximum of 220 regular employees across administrative, academic, and auxiliary positions, with the college president salary capped at $208,138

Permits up to 100 part-time or temporary "Extra Help" employees at pay rates consistent with the Uniform Classification and Compensation Act

Contains an emergency clause making the act effective July 1, 2025; approved February 11, 2025
