Appropriates $18,490,197 from cash funds, including $6,751,000 for capital improvements, $5,325,000 for operating expenses, $2,320,000 for capital outlay, and $650,000 for debt service

Authorizes a maximum of 214 regular employees across administrative, academic, and auxiliary positions, with the Chancellor position set at a maximum salary of $208,138

Permits up to 200 temporary or part-time "Extra Help" employees at pay rates consistent with the Uniform Classification and Compensation Act

Takes effect July 1, 2025 under an emergency clause, covering the fiscal year ending June 30, 2026
