Expands psychology technicians' scope of practice beyond neuropsychology to include general psychological testing, manualized cognitive intervention services, and fitness-to-proceed examinations under licensed psychologist supervision

Requires technicians to hold a bachelor's degree from an accredited institution approved by the Arkansas Psychology Board, with prohibitions on selecting tests, conducting interviews, interpreting data, or communicating results to patients

Mandates 80 hours of documented training for technicians, including 4 hours on ethics, 16 hours on test manuals, 20 hours observing licensed psychologists, and 40 hours of supervised test administration

Limits supervising psychologists to no more than 4 full-time technicians at one time and authorizes a $10 annual registration fee for technicians

Requires Arkansas Medicaid and private health benefit plans to reimburse psychologists for psychological testing services provided by technicians
