Appropriates $2,375,563 to the University of Arkansas - Arkansas Biosciences Institute for fiscal year ending June 30, 2026, including $480,000 for regular salaries, $75,000 for personal services matching, $800,000 for operating expenses, and $1,020,563 for capital outlay

Appropriates $2,415,432 to the University of Arkansas - Division of Agriculture - Arkansas Biosciences Institute for the same fiscal year, including $1,370,000 for regular salaries, $365,432 for personal services matching, and $680,000 for maintenance and general operations

Funding source is the Arkansas Biosciences Institute Program Account of the Tobacco Settlement Program Fund, established under Initiated Act 1 of 2000

Transfers between line items within each appropriation require approval from the Division of Higher Education, Chief Fiscal Officer of the State, and the Legislative Council or Joint Budget Committee

Contains emergency clause making the act effective July 1, 2025; approved February 13, 2025
