Appropriates $55,732,048 from cash funds for university operations, including $6,300,000 for debt service, $2,500,000 for capital improvements, and $23,530,000 for operating expenses

Authorizes a maximum of 529 regular employees and 1,900 part-time or temporary "Extra Help" employees for fiscal year 2025-2026
