Appropriates $118,280,000 from cash funds, including $25,000,000 for regular salaries, $31,500,000 for capital improvements, $8,000,000 for debt service, and $12,000,000 for fund transfers and investments

Authorizes a maximum of 1,025 regular employees across administrative, academic, and auxiliary positions, with the Chancellor position capped at $290,076 annually

Authorizes 910 extra help (temporary/part-time) employees and 300 part-time faculty positions
