Appropriates $72,897,334 from the University of Arkansas at Little Rock Fund for personal services and operating expenses, including $59,774,411 for regular salaries and $9,931,569 for personal services matching

Appropriates $162,298,699 from cash funds for operations, including $34,250,000 for regular salaries, $39,500,000 for operating expenses, $30,000,000 for capital improvements, and $13,000,000 for debt service

Authorizes a maximum of 1,989 regular employees and 1,300 extra help (temporary/part-time) positions across administrative, academic, auxiliary enterprises, and nanotechnology center divisions

Provides $800,000 for the William H. Bowen School of Law from special revenues derived from circuit court filing fees, and $2,000,000 for the Nanotechnology Center for research and development
