Appropriates $22,910,355 from the Henderson State University Fund for personal services and operating expenses, including $11,000,000 for regular salaries, $3,000,000 for personal services matching, and $7,098,256 for operating expenses

Appropriates $79,300,000 from cash funds, including $20,000,000 for capital improvements, $10,000,000 for debt service, and $15,000,000 for regular salaries

Authorizes a maximum of 555 regular employees and 500 temporary/part-time "Extra Help" employees across administrative, academic, and auxiliary enterprise positions for fiscal year 2025-2026

Requires Henderson State University to repay a fiscal year 2020 Budget Stabilization Trust Fund loan through six annual payments of $958,333.33, due December 1 of each year from 2025 through 2030

Takes effect July 1, 2025 under an emergency clause; approved February 11, 2025
