Establishes state licensure through the Department of Health for Prescribed Pediatric Extended Care Centers (PPECCs), which are nonresidential facilities providing daytime medical care for up to 12 hours to medically dependent or technologically dependent children age 21 and under

Defines eligible children as those requiring continuous therapeutic interventions or skilled nursing supervision, including those with conditions such as drug addiction at birth, congenital disorders, respiratory disorders, genetic disorders, burns, feeding disorders, and post-traumatic injuries

Requires Arkansas Medicaid to reimburse licensed PPECCs and mandates the Department of Human Services to create a new Medicaid provider type and apply for any necessary federal waivers or state plan amendments

Sets licensing requirements including criminal background checks, proof of financial viability, local zoning compliance, and staffing qualifications including a registered nurse with 3-5 years experience and a financial officer with accounting degree and 5 years experience

Authorizes administrative fines up to $500 per violation ($5,000 aggregate) and criminal penalties of $10,000 per day for operating without a license, with licenses issued for 2-year terms and exempt for federal and county/municipal facilities
