Defines "downcode" as changing a healthcare claim to a lower-cost service than what the provider originally submitted or billed to a contracting entity

Requires contracting entities (insurers/payers) to notify healthcare providers within 30 days of processing a claim when they downcode it

Amends Arkansas Code § 23-99-1202 to add the new definition under the Healthcare Contracting Simplification Act

Creates new section 23-99-1211 establishing the notice requirement for downcoded claims
