Abolishes the Arkansas Commission for the Newborn Umbilical Cord Blood Initiative, an 11-member body that previously oversaw the state's cord blood banking program

Transfers all authority, duties, personnel, property, contracts, and unexpended funds from the abolished commission to the University of Arkansas for Medical Sciences (UAMS)

Assigns oversight responsibilities to a medical director at the Newborn Umbilical Cord Blood Bank, who must be a UAMS faculty member, replacing the commission's governance structure

Removes requirements for annual reporting to the General Assembly and eliminates the Department of Health's role in staffing and contracting for the program

Declared an emergency measure effective July 1, 2025, to coincide with university appropriation bills and ensure uninterrupted cord blood bank services during the transition
