Extends municipal and county health benefit plan eligibility to retired firefighters, expanding coverage that previously applied only to retired police officers

Defines eligible firefighter retirees as those who can retire with full benefits under systems including the Arkansas Local Police and Fire Retirement System, municipal/county retirement plans, local firemen's relief and pension funds, or Arkansas Public Employees' Retirement System

Establishes retirement eligibility thresholds for firefighters: any age with 28 years of service, age 55 with 20 years of service, or age 60 with 5 years of credited service or 10 years of actual LOPFI service credit

Requires firefighters to receive more than $5,000 in annual compensation from their fire department and not be eligible for Medicare enrollment to qualify

Allows surviving spouses of deceased eligible firefighter retirees to continue participating in health benefit plans
