Corrects the name "State Cyber Security Office" to "State Cybersecurity Office" throughout multiple sections of Title 25

Repeals obsolete provisions including deadlines that have passed (e.g., July 1, 2004 website privacy policy deadline, October 1, 2011 health disparities meeting requirement) and references to abolished boards (Arkansas State Board of Registration for Foresters, Veterinary Medical Examining Board, Commission on Water Well Construction)

Removes the Alexander location from the list of human development centers under the Board of Developmental Disabilities Services

Eliminates the requirement for the Secretary of State to compile and publish a bound book report, which was last required for the period ending December 31, 2018

Clarifies that the former Arkansas Emergency Telephone Services Board is now known as the "Arkansas 911 Board" and updates various statutory cross-references and stylistic language throughout Title 25
