Removes obsolete dates and language from various transportation code sections, including outdated references to 1977, 1985, 2004, and 2006 implementation deadlines

Repeals the obsolete "Disabled veteran — World War I" license plate definition from § 27-24-203(4)

Repeals § 27-50-701 (postponement of judgment in traffic cases) as duplicative of existing § 5-4-321, and repeals § 27-50-802 concerning outdated 55 mph speed limit reporting requirements

Reclassifies certain traffic offenses from "misdemeanors" to "violations," including unlawful use of school bus markings ($25-$100 fine) and failure to provide vehicle operation information ($5-$50 fine)

Makes stylistic changes throughout Title 27, including updating terminology from "instructor's permit" to "permit" and correcting references to the County Aid Fund
