Amends Arkansas Code § 23-89-207 to apply only to the aggregate $5,000 in medical and hospital benefits under § 23-89-202(1), narrowing the scope of insurer subrogation and reimbursement rights

Grants insurers a right of subrogation if a benefits recipient does not pursue recovery against a liable third party

Eliminates the "made whole" doctrine requirement, allowing insurers to seek reimbursement or subrogate before an injured party has been fully compensated for their losses

Prohibits the at-fault party's insurer from conditioning settlement or judgment payment on issuing a single check jointly to the injured party and their insurance company

Excludes Workers' Compensation Law claims from the provisions of this subchapter
