Reappropriates unspent capital improvement funds from Act 80 of 2024 to 22 Arkansas community colleges and two-year institutions, effective July 1, 2025, from the Development and Enhancement Fund

Provides maintenance funding across institutions for critical repairs, deferred maintenance, HVAC upgrades, roof replacements, security system improvements, and technology infrastructure upgrades
