Reappropriates up to $16,520,000 from the Arkansas Natural and Cultural Resources Grant and Trust Fund for the Department of Parks, Heritage, and Tourism - State Parks and Tourism Divisions, effective July 1, 2025

Continues funding originally provided in Section 25 of Act 24 of 2024 for acquisition, management, stewardship, or preservation of state-owned lands, historic sites, buildings, structures, or objects

Authorizes agencies to accept and use grants, donations, and federal funds to supplement State Treasury funds for project costs

Requires strict compliance with State Purchasing Law, General Accounting and Budgetary Procedures Law, Revenue Stabilization Law, and other fiscal control regulations

Includes an emergency clause making the act effective July 1, 2025, citing the constitutional prohibition on appropriations exceeding one year and the need for continuous agency operation
