Amends the Tobacco Settlement Proceeds Act to add a grant program for school-based health centers under the Minority Health Initiative's existing 23% allocation from the Targeted State Needs Program Account

Allocates $500,000 annually from tobacco settlement funds specifically for the school-based health center grant program

Restricts grant eligibility exclusively to minority-majority school districts, defined as districts where racial or ethnic minority students comprise the majority of the population

Requires the Arkansas Minority Health Commission to model the new grant program after the existing Arkansas School-Based Health Center Grant Program administered by the Division of Elementary and Secondary Education and the Department of Health

Mandates the Commission to file final rules with the Secretary of State by January 1, 2026, or as soon as practicable after Legislative Council approval
