Reappropriates $2,225,775 from the Development and Enhancement Fund for construction of a Readiness Center Joint Force Headquarters at Camp Joseph T. Robinson, effective July 1, 2025

Reappropriates $57,274,166 in federal funds for seven capital projects including: Professional Education Center repairs ($6,500,000), Readiness Centers at Fort Chaffee ($5,117,313 and $12,747,217) and Camp Robinson ($6,677,325), Multi-Purpose Machinegun Ranges ($11,392,311 and $8,000,000), and a Redundant Water Storage Tank ($6,840,000)

Reappropriates $1,849,784 from the Armory Construction Fund for repair, construction, renovation, landscaping, and maintenance of armories, hangars, and other Arkansas National Guard properties

Reappropriates $300,000 from the Arkansas Natural and Cultural Resources Grant and Trust Fund for acquisition, management, stewardship, or preservation of state-owned lands, historic sites, buildings, structures, or objects

Includes emergency clause making the act effective July 1, 2025, with disbursement controls requiring compliance with State Purchasing Law and other fiscal control laws
