Operators of brine production or expansion units may apply to the commission to reduce unit size by removing contiguous tracts, provided the tracts have no unplugged wells, no wells within 1/2 mile of boundaries during operation, and no drainage risk

Operators of two adjacent brine units may apply to transfer contiguous tracts between units if the operator controls at least 75% of each adjacent unit's area

Tract transfers between units require commission finding that the transfer will expand/enhance operations, drain the area efficiently, and have no adverse impact on royalty payments or correlative rights of owners

Transferred tracts become a brine expansion unit adjacent to the receiving unit upon commission approval
