Amends the Arkansas Workers' Compensation Insurance Plan to allow the Insurance Commissioner to delegate plan administration responsibilities and removes the requirement that plan administrators maintain a physical office in Arkansas, instead requiring they be "adequately staffed, outfitted, and maintained"

Extends the attorney's bond requirement for reciprocal insurers to include foreign insurers (previously applied only to domestic insurers) and clarifies bond execution requirements

Repeals the Comprehensive Health Insurance Pool Act (§ 23-79-501 through § 23-79-517), which established a state high-risk pool for uninsurable Arkansas residents that ceased operations after January 1, 2014 due to federal law changes

Repeals outdated provisions on alcohol/drug dependency treatment benefits (§ 23-79-139) and minimum mental illness benefits in group health insurance (§ 23-86-113), consolidating mental health parity requirements under the Arkansas Mental Health Parity Act of 2009

Updates the Arkansas Mental Health Parity Act of 2009 to align with federal Mental Health Parity and Addiction Equity Act of 2008 (42 U.S.C. § 300gg-26), requiring health benefit plans to provide mental health and substance use disorder benefits at parity with medical and surgical benefits
