Repeals outdated provisions defining the North and South zones by specific county lists, technical Lambert conformal projection parameters, and restrictions on using the "Arkansas Coordinate System 1983" term on maps and surveys

Establishes that plane coordinates may be expressed in either feet (with 1 foot = 0.3048 meters exactly) or meters, replacing the previous United States survey foot conversion standard

Creates new section 15-21-311 documenting both legacy coordinate systems (NAD 1983 and NAD 1927) as superseded, while preserving their technical specifications including zone codes (0301 for north, 0302 for south) and projection parameters for historical reference

Specifies county assignments to north and south zones for both legacy systems, noting that Pulaski County is in the north zone under the 1983 system but was in the south zone under the 1927 system
