Property owners whose land is reserved for proposed public facilities or mapped streets must receive a written refusal, option, or condemnation filing within 1 year of requesting action from the public body

If the public body fails to act within the 1-year deadline, the land is released from reservation and the owner must be paid reasonable compensation for the diminished value during the reservation period

Plans approved before the act's effective date have a 6-month deadline for the public body to provide written refusal or file for condemnation

Municipal planning commissions must provide first class mail notice to owners of parcels affected by proposed plans, ordinances, or regulations, allowing reasonable opportunity to submit comments

Amends Arkansas Code § 14-56-412(g) and § 14-56-422(1) governing municipal planning commission powers and adoption procedures
