Amends Arkansas Code § 4-106-201 and § 4-106-202 governing health-related cash discount cards that offer healthcare provider discounts in exchange for consumer fees

Removes per-card statutory damages of $100 per card or $10,000 minimum, along with provisions for attorney's fees, costs, and other court-ordered relief from the penalty structure

Retains treble damages (three times actual damages sustained) as the primary remedy for violations

Adds 30-day written notice and cure requirement before consumers can initiate individual or class-wide damage actions against businesses for violations

Applies retroactively to violations that occurred before the effective date of the act
