Repeals Arkansas Code Title 17, Chapter 98, which established the registration and regulation of disease intervention specialists by the State Board of Health

Eliminates the state registration requirement for professionals who locate, examine, and treat people with sexually transmitted diseases or those exposed to STDs before symptoms appear

Removes educational requirements that included a bachelor's or master's degree in public health or a bachelor's degree with 30 semester hours in relevant sciences plus 2 years of experience

Abolishes associated penalties for unlawful practice, which previously included fines of $50-$200 and up to 3 months imprisonment per violation
