Expands the definition of "approved institution of higher education" under the Arkansas Academic Challenge Scholarship Program to include certificate-granting training programs at state-supported two-year or four-year colleges and universities

Specifically adds the Arkansas Fire Training Academy as an example of an eligible training program

Maintains existing eligibility for state-supported colleges/universities, private nonprofit institutions headquartered in Arkansas with Title IV federal aid eligibility, approved nursing schools, and bonded/insured vocational-technical schools and technical institutes

Requires private, nonprofit two-year or four-year colleges and universities to be eligible to receive Title IV federal student aid funds to participate in the scholarship program
