Prohibits Arkansas state and local governments from providing material aid and support for enforcing federal firearms laws, regulations, executive orders, or treaties, including collection of federal taxes, fees, or stamps on firearms, accessories, or ammunition

Makes it a Class A misdemeanor for public employees or elected officials to knowingly assist in enforcing federal firearms laws or refer violations to the federal government

Requires termination of employment and revocation of law enforcement certification for public employees who violate the prohibition

Creates civil remedies allowing affected individuals to recover $50,000 per violation, plus attorney's fees and costs for claims against political subdivisions

Exempts providing medical treatment or helping individuals escape life-threatening situations, and does not prevent enforcement of state firearms laws or use of federal information to enforce state laws
