Appropriates funds from the Development and Enhancement Fund to 24 Arkansas community colleges and technical institutions for capital improvement projects effective July 1, 2025

Allocates funding for building renovations, roof replacements, HVAC upgrades, and new construction including health science facilities, workforce training centers, and classroom buildings across multiple campuses

Provides each institution with designated amounts for critical maintenance, deferred maintenance, and repair or replacement of equipment and library holdings

Major construction projects include a $4.1 million Health Professions Building at Northwest Arkansas Community College, a $3.4 million Welding Technology Center at National Park College, and a $3.3 million Emergency Operations Center at Southeast Arkansas College

Requires compliance with State Purchasing Law, General Accounting and Budgetary Procedures Law, and Revenue Stabilization Law; prohibits use of general operations funding for these capital projects
