Requires state agencies to obtain approval from the Building Authority Division before getting an appraisal when proposing to sell or purchase land

Adds new requirement for state agencies to submit completed land appraisals to the Building Authority Division for assessment and recommendation to the Secretary of the Department of Transformation and Shared Services

Exempts specific entities from the land sale/purchase procedures: State Highway Commission, Arkansas State Game and Fish Commission, Arkansas Natural Heritage Commission, State Parks Recreation and Travel Commission, Division of Higher Education, and institutions of higher education

Requires state agencies to certify proposed land donation requests to the Building Authority Division, with Governor approval required before any donation can be accepted

Mandates state agencies consult the Building Authority Division's property database (rather than the Arkansas Economic Development Commission database) before purchasing real property to identify available properties meeting their needs
