Repeals Arkansas Code § 14-56-413, which previously allowed cities with 8,000+ population to exercise planning and zoning authority 1-3 miles beyond their corporate limits based on population size

Eliminates municipal subdivision jurisdiction over adjoining unincorporated areas, removing the requirement for county planning boards and school districts to review municipal plats within 60 days

Removes provisions that required municipalities to initiate annexation proceedings within 5 years after stating intent to annex territory under their territorial jurisdiction

Repeals the authority for cities to exercise jurisdiction over electrical work construction and inspection within their territorial planning areas

Removes fire protection district restrictions that prevented service areas from including territory within a municipality's extraterritorial jurisdiction; approved March 18, 2025
