Transfers authority from the Arkansas Livestock and Poultry Commission to the Department of Agriculture for entering property to examine animals suspected of contagious diseases, with violations subject to fines up to $300

Creates the Department of Agriculture Law Enforcement Fund as a special revenue fund to receive fines from wildland fire, timber theft, and unlawful dumping violations on forest land

Directs that all fines and penalties from Department of Agriculture law enforcement arrests and citations be used exclusively for the department's law enforcement functions

Authorizes the Secretary of Agriculture to award a retiring or deceased law enforcement officer's service pistol to the officer or their eligible spouse
