Authorizes the Secretary of the Department of the Military to enter into public-private partnerships with private entities to facilitate recruiting and retention activities for the Arkansas National Guard

Permits the Department to accept voluntary services, personal property, and other support from private entities specifically for recruiting and retention purposes

Prohibits acceptance of property or services that would compromise the integrity or appearance of integrity of Department programs, National Guard programs, or individuals involved with those programs

Requires agreements valued between $10,000-$50,000 annually (or under $350,000 total projected value) to be reported to the Legislative Council or Joint Budget Committee

Requires legislative review for agreements valued at $50,000 or more annually, or with total projected value of at least $350,000 including amendments and extensions
