Eliminates the one-year time limit on eligibility for children of Gold Star families (those whose military parent died on active duty) and medically separated or retired veterans to receive school transition support services

Allows public schools to extend military child transition provisions to all relocating students, not just military dependents, including those using school choice programs

Establishes the Purple Star School Program, requiring schools with 20+ military children to designate a military family education facilitator, create peer ambassador programs, and maintain a "Military Families" website section with enrollment and program information

Expands receiving school districts' authority to proactively coordinate with sending districts before a military child's arrival, including holding IEP team meetings and requesting evaluations for students with disabilities

Requires each public school district and open-enrollment charter school to designate a military family education coordinator, report coordinator contact information to the Division of Elementary and Secondary Education by September 1 annually, and conduct biennial surveys of uniformed services families to assess program effectiveness
