Abolishes the Data and Transparency Panel, a 20+ member body within the Department of Transformation and Shared Services that included representatives from 15 cabinet departments, the Attorney General, Chief Justice, and three private sector appointees

Removes the Chief Data Officer's duty to direct and oversee the Data and Transparency Panel

Transfers the panel's functions directly to the Division of Information Systems, which will now oversee statewide data programs, maintain longitudinal data systems, and operate shared services data hubs

Requires each cabinet-level department to assign a data steward responsible for implementing data governance policies, cataloging data, approving data usage, and coordinating data integration

Mandates annual written reports to the Joint Committee on Advanced Communications and Information Technology and limits data sharing to information that does not violate state or federal confidentiality laws as they existed on January 1, 2025
