Public airport operators may contract with private third-party vendors to provide expedited security screening services only if the vendor has obtained a dedicated TSA security lane exclusively for that purpose

Airlines may enter agreements with public airport operators to offer expedited security screening for their passengers' exclusive use, with no additional vendor fees charged to passengers using airline-provided screening

"Expedited security screening" is defined as vendor-provided services allowing use of standard or TSA PreCheck lanes instead of standard airport security screening

Applies to county, municipal, and regional airports owned by governmental entities, including their maintenance, storage, and operational areas

Applies retroactively to all public airport operator agreements entered into on or after January 1, 2025
