Repeals Arkansas Code § 5-60-102, which currently prohibits the retail sale, gifting, and distribution of novelty lighters in the state

Novelty lighters are defined as lighters with entertaining features appealing to children age 10 or younger, including those resembling cartoon characters, toys, guns, musical instruments, vehicles, animals, food, or beverages

The current law being repealed exempts lighters manufactured before 1980 and non-functional lighters lacking combustion devices

Eliminates the existing penalty of $25 to $500 fines plus court costs for violations of the novelty lighter ban
