Establishes a uniform statewide process for filling municipal office vacancies regardless of city classification or form of government, consolidating procedures under Arkansas Code § 14-42-103

Provides two methods for filling vacancies: (1) governing body elects a replacement by majority vote at the first council meeting after vacancy declaration, or (2) governing body calls a special election to fill the position for the remainder of the term

Prohibits governing body members from being appointed to fill vacancies in municipalities with populations of 50,000 or more, though members may serve temporarily until a special election is held

Removes mayoral veto authority over vacancy appointments made by the governing body

Amends multiple existing Arkansas statutes governing different municipal classifications (first class cities, second class cities, incorporated towns, city manager, and city administrator forms of government) to reference the new uniform procedure
