Transfers permit authority for motor vehicle racing facilities in rural areas from the county judge to the quorum court, which will now vote on granting, denying, or renewing permits

Expands the definition of "motor vehicle racing facility" to include all-terrain recreational parks and adds categories for ATVs, motorcycles, and unmodified automobiles/trucks

Establishes a maximum noise limit of 75 decibels at the property line for permitted facilities and requires quiet hours between 9:00 p.m. and 6:00 a.m.

Requires permit applicants to carry liability insurance of at least $1,000,000 and mandates notice be mailed to all property owners and residents within 3 miles of the proposed facility

Imposes a $1,000 per day fine for violations and explicitly preserves neighboring property owners' right to sue for loss of property value and quality of life
