Establishes tiered payment structure for approved program providers: $250 for each half high school credit, employability certification, or workforce credential under 50 hours; $500 for credentials requiring 50-100 hours; $750 for credentials over 100 hours; and $1,000 for each earned diploma

Redefines "unit of high school credit" as one half (1/2) credit rather than a full credit, changing how progress milestones are measured and paid

Adds new workforce credential milestone categories based on training hours required (under 50 hours, 51-100 hours, and over 100 hours)

Requires providers on probationary status to submit improvement plans to the Department of Education, and mandates notification to all providers when program funds are exhausted

Directs the Department of Education, in consultation with the Office of Skills Development, to promulgate implementing rules by January 1, 2026
