Establishes the Arkansas Hemp Beverage Act to regulate hemp-based beverages containing delta-9 THC (not exceeding 0.3% on dry-weight basis) and CBD through the Alcoholic Beverage Control Division

Requires three separate permit types: manufacturers must obtain permits and provide certificates of analysis for each product batch, wholesalers must purchase only from licensed manufacturers and sell only to licensed retailers, and retailers must purchase only from licensed wholesalers

Restricts sales to individuals 21 years of age or older and mandates products follow the existing three-tier alcohol distribution system

Requires product labels to include a QR code linking to the certificate of analysis, THC/CBD content per serving, batch number, and expiration date, while prohibiting packaging attractive to children or resembling alcoholic beverages or candy

Directs the Alcoholic Beverage Control Division to promulgate implementing rules within 120 days of the act's effective date, covering licensing procedures, product testing standards, and recordkeeping requirements
