Creates a new "mobile work zone" category defined as areas marked by signs, channelizing devices, barriers, or work vehicles with rotating/flashing/strobing high-intensity lights where temporary road work is being performed

Extends existing double-fine penalties for moving traffic violations to mobile work zones when construction personnel are present, with fines equivalent to the standard fine imposed

Changes double-fine assessment from mandatory ("shall") to discretionary ("may") for judges in both highway work zones and mobile work zones

Requires mobile work zone equipment to display signs warning that fines are doubled; additional fines cannot be assessed if warning signs are not present on the equipment

Covered moving traffic violations include speeding, reckless driving, DWI, following too closely, improper lane changes, and 20 other enumerated offenses
