Mandates PBMs report estimated covered lives for each claims identifier combination across five tiers: under 500, 500-5,000, 5,000-25,000, 25,000-100,000, and over 100,000

Requires PBMs to categorize each identifier combination by plan type, including employer-sponsored, fully-insured, self-funded, Medicaid, Medicare Part D, Tricare, state employee, and municipal/county employee plans

Reported data is generally confidential and exempt from FOIA, but must be made available through a password-protected database or upon request by Arkansas-licensed pharmacists, pharmacies, or their contracted administrative organizations
